The 4013 is often used in toggle mode with not Q tied to D.
The tolerance to slowly rising signals on the clock inputs is dependent on the chip manufacturer. RCA has the best with Schmitt inputs on both clocks. Other manufacturers don't specify this at all. When the chip is used in a simple pushbutton switch for on/off control significant debouncing may be necessary to stop erratic operation. The result is that switch debouncing might be more complicated than one might think if the product is to accept a 4013 from any manufacturer. This makes a two transistor circuit more attractive.
